Exclusion Criteria For Patient Registration

Why Exclude Some Patients

It’s important to define inclusion and exclusion criteria for registration at the start of your PKB project. A lack of clarity can delay progress and create inconsistencies, delaying the registration workstream.

PKB recommends creating records for all patients who have had an episode of care or treatment at your organisation within the last five years. These records should be populated as soon as data feeds are live.

However, there are certain circumstances where registration may not be appropriate, for example:

  • Patients currently in prison

  • Patients with safeguarding concerns or flags

  • Patients lacking capacity to consent (or not Gillick competent, in the case of children and young people)

Patients should be excluded from the organisation’s registration methods in such cases.

PKB-Recommended Exclusions

PKB advises excluding the following patient groups from registration:

  • Deceased patients

  • Prisoners

  • Patients with safeguarding concerns (depending on local policy)

Additional exclusions can be discussed and agreed upon with your PKB project team, based on local needs or legal considerations.

What Not to Exclude

Do not exclude patients based on speciality.
For example, patients under oncology or palliative care should still be registered. Access to their health data is beneficial, and denying access may result in more significant harm.

How to Exclude Patients

Patient exclusions are handled through the Record Creation and Integrations workstream.

To prevent a patient from being invited to register:

  • Ensure no email address is added to their PKB record.

  • The technical method for managing exclusions will vary based on your organisation's systems.

Your PKB Success project manager and integrations specialist will guide you through the appropriate steps for implementation.
